Start with the business outcome

Define what the project must enable, protect or change. Translate that intent into a small set of measurable outcomes so scope choices can be tested against something more useful than preference.

Set the delivery frame

Confirm the approved scope, key exclusions, commercial strategy, programme assumptions and the level of contingency. Make interfaces and owner-supplied information explicit.

Agree how decisions will move

Name the sponsor, accountable project lead and delegated authorities. Establish stage gates, escalation thresholds and a concise meeting and reporting rhythm before the calendar fills up.
